OFSTED inspection report [April 2004]

What is Contextual Value Added (CVA)?

It’s a complex statistic used to measure a child’s progress between SATs at 11 and GCSEs at 16. Basically, an individual’s GCSE grades are converted into points and compared to a target set by the government which has been adjusted to take account of factors such as postcode, gender, ethnicity.

So what’s the problem?

Woodhey’s average points score is 985 and according to the government it should be 1000. The inspectors came to school to find out why we were ‘underachieving’.

Does the CVA matter?

Yes, because parents can use it to compare schools, but it can be lower in high achieving schools like Woodhey because:

We have a largely academic curriculum and have made a conscious decision not to enter many pupils for the new style ‘multi-GCSEs’ that give pupils the equivalent of 2 - 4 GCSEs for studying one subject. These new qualifications raise the points score but do not necessarily raise the quality of education.

We don’t force pupils who would be better focusing on 6 - 7 GCSEs to take 8 GCSEs just to increase our points score.

Instead, we strive to place them on courses where they can achieve and which will prepare them for the world of work or for progression to courses at college.

The CVA is recognised as a flawed method in determining the progress of many high achieving pupils. Even a pupil with 9 A* GCSEs can be an underachiever according to CVA.

How does Woodhey’s CVA compare with other schools in Bury?
Several comparable high-attaining High Schools in Bury have similar CVA scores.
